We are in a dynamic environment with the transition from HACC to the Commonwealth Home Support Program, My Aged Care and the HACC Program for Younger People. Since the Alliance consultations in 2015 more information about the jointly managed Sectoral Development and Change Management Framework has emerged. The purpose of this Framework is to provide a resourced structure to manage substantial change in aged and disability services that is scheduled to occur over the period from 1 July 2016 to 30 June 2019.
With this, greater clarity has emerged as to the purpose and function for an alliance. The direction now being articulated includes that:
The NWMR has been split back into the North and the West, and as such two separate alliances are required;
The Alliances will each be supported and resourced by a Sectoral Development Team in each region. This team will be made up of the newly created Regional Development Coordinator position (yet to be appointed) and the existing positions of the Active Service Model Industry Consultants and the HACC Diversity Advisor. This is the extent of resources known at this stage to support Alliance activities;
The Alliances will be a communication conduit between the providers and the funders. It is likely that several forums will be conducted each year to share information about the transition and support implementation of the Commonwealth Home Support Program, My Aged Care and the HACC Program for Younger People;
Each Alliance will be supported until June 30th, 2019.
